North Carolina permits the change of a minor’s name when both parents consent.
Perhaps at the time of the birth, the father was unknown or not present. Whatever the reason may be, if changing a minor’s name is being considered, all parties need to be in agreement.

On the other hand, an adult name change does not require anyone’s consent. This process is different from resuming a previous maiden or married name following a divorce, or taking on a new last name after a marriage. This proceeding is strictly for an individual that wishes to change their name and no other events (legally) are occurring (such as a divorce and/or marriage).
Be careful what you choose, however. The law only permits one (1) of these types of name changes in a lifetime. So be sure it’s one you like!
